It would probably be sensible to have posted separate
threads for the
different problems you are experiencing. For example your
shutdown problem
probably has little or nothing to do with your problem
when using system
restore.

Your system restore problem. Rather than using
SCANREG /RESTORE as suggested in Q274092, instead use
SCANREG /FIX. SCANREG /RESTORE is unlikely to be of
any help unless the problem with system restore being
unable to create checkpoints has only occurred in the last
five days. This error will ("System Restore cannot run
until you restart computer") means however that you are
unlikely to have an usable checkpoints since this
particular problem started. It is also for this reason
that you would have been unable to use system restore from
a command prompt.

I ran SCANREG /FIX. at my MSDOS prompt. After the
registry was fixed my pc tried to shut-down to restart. A
Blue screen with the windows error came up again.
"VWIN32(05)000012D0 Error OE: 0028 C02A44A8"
When I pressed enter to go back to the windows
screen. "restore my desktop" came up. I attemped to run
restore but I got the same message to shut down windows
and try again which I did. what do I do now?
