No longer on the network
If you mean it's trying to log onto a domain, go into Network Properties and

No longer on the network
On some computers you can hold down the CTRL key after turning the power on
but on some you can't because this causes a keyboard error. You can try tapping the F8 key repeatedly to get the boot menu after turning the power up, you may have to tap it a number of times to get the timing right. However, when the computer boots, it goes directly to the logon screen. I am thinking if it boots into safe mode, I could change the setting but I forget how to get Win98 to boot into safe mode . . . |

Its purpose is "to clear the User Name logon box so it is blank each time you start Windows", it is not meant to prevent the logon box from prompting you for a name/password. Instead if you have TweakUI installed, check to make sure the "Clear Last User At Logon" check box is not checked.
