Product ID
Currently have loaded Win98. Bought upgrade to ME. Can't
find product code. Give product code for 98 and the submission is an invalid ID. Asks for 25 characters, but only accepts 21. No humans to talk to at MS without the Product ID.

You cannot use the win98 product code for winME. It will not work.
If you did purchase an ME disk (legal one) you may try Microsoft for a product key.
