Now to the "probleme du jour".

I'd like to prune my newsrc file(s) since as you know, many
groups get 10 posts a year, if that. Others get 30,000 posts
a day, but those are easier to avoid and there's a /lot/ less
of them.

I have tried at least two dozen text processors including
Ultra Edit etc., and no one will do this, i.e. remove all
lines containing a string of numbers lower than, say, 200.

Try "WinVi" text editor.
It allows all sorts of advanced edits: hex, bin etc.

So do many others I have used, but I certainly don't mind
checking out another one. This not a bin or hex problem though.

It's only been half a day but I think it'll be spreadsheet time
for this one.
