Default Problem with scandisk ( win 98se)

Maintenance/defragmentation scandisk, keeps continually restarting. then a

message says: "scan disk has restarted 10 times because windows or some

other program is writing to this drive" I have no programs running and can't

fathom what can be wrong.

Defragmentation scanning can't even start now.

Does any one have some idea of how I can solve this please?
Thanks.

You DO have something running
If you dont know about it its usually something unpleasant
full av & antispy scan is a good place to start
then if it doesnt run try safe mode
