Default Blue Screen error at startup

Hello,
Could anyone help with my problem? I have started to receive a Blue Screen
on startup of Windows 98 that says "A fatal exception OE 0028:C002F705 in VXD
NTKERN (1) 0000DFC9 Application will be terminated. "

I had enabled onboard USB as the USB ports had stopped working (must have
disabled some how), but I have now disabled it and replaced the drivers using
SFC mentioned in Microsoft KB instructions.
When I press a key to get rid of the Blue Screen, it comes back 2 more times
and then Windows 98 loads.
Also I'm not sure if this error is affecting it, but the computer now hangs
on restart/shutdown and the reset/powerbutton now has to be pressed on the
computer to restart/shut it down.

Things I've tried:
Disabled USB and removed USB related items in device manager
Replaced NTKERN.VXD using SFC and windows 98 disc
Replaced USB drivers using SFC and Windows 98 Disc (KB ID=299264)

Fatal Exception 0E is a Page Fault interrupt. It typically occurs when
Windows tries to access virtual memory on a demand-paged basis and the
requested page of memory is missing or damaged, or when a paging protection
rule is otherwise violated. When occurring in the 0028 memory range, it
nearly always means that a device driver is implicated in the problem. In
this case, the specific virtual driver, NTKERN.VXD, is named in the error.
There may be a problem with this specific driver, or with some other process
that is running when that driver is loaded at startup.

Restart Windows - Press and hold the Ctrl key once the memory check is
finished, until the boot menu comes up. Select step-by-step startup. Press
Enter to accept each default and comes along, but watch to see what is
happening so you can detect where a hang occurs. The last phase of this
startup will be launching the native drivers. Say No when NTKERN.VXD comes
up. See if you get through without an error.
