Default Smart Restore Problem

When I open Smart Restore it brings up a window to choose software to
install or uninstall. I'm sure I used to get a window that allowed me to set
a restore point. Should I reinstall Smart Restore

I think you may be confused here, WinMe comes with System Restore which is
the one for setting restore points. I believe Smart Restore is probably a
feature of whichever PC manufacturer made your machine and is a means of
adding components included on the CD's you received with the system. I
could be wrong but I seem to remember that on one of my machines, not sure
if it was Packard Bell or Compaq.

Smart Restore has nothing whatever to do with System Restore (Joan's
right -as usual!g)
To Access System Restore, either go to System Information, MSCONFIG, or use
the shortcut in Start|Programs|Accessories|System Tools|System Restore.
