Default New Dell and Windows 98 with Windows XP or a DOS Mode com port han

I have a new Dell Latitude D620 Intel Core Duo with 1GB ram. I need to
figure out a way to emulate the way dos handles a com port. We have a
program that runs fine on both windows 98 and windows XP, however in XP the
com ports are handled differently and so the communications to the PLC do not
work in Windows XP. I am interested in how I can accomplish this either dual
boot, or emulator situation. The key feature is the com port handling. We
have attempted Windows 95 compatibility mode at some point and it did not
seem to work. I also would like to avoid formatting/partitioning the drive.
My original thought was to install Windows 98 on the same partition, but
Microsoft seems to advise against this.
