Default Error Message at Start Up

Hi,

I'm helping a friend who is using a WinME computer running with 319 MB
of RAM.

She is getting an explorer error at start up. Google does not show
anything of value, nor does the Microsoft web site.

The error message is as follows;
-----------------------------------------------
Run-time error '-21479024882(8007000e)'

System Error &H80070020(-2147024864) The process cannot access the file
because it is being used by another process.
-----------------------------------------------

I have completely removed AVG and Zone Alarm but no dice - error still
there - so reinstalled those.

She is using PC Tattletale to monitor computer activity of her children
and it loads a program called winload32.exe - this program triggers the
error. If I disable it in msconfig, then the error does not appear but
as soon as the next boot the program reinstalls the run key and
winload32 is back and the error appears.

Despite the error message, just answering OK to the prompt lets
everything work as if there was no problem at all. The error, however,
is a nuisance and I'd like to remove it.

Does anyone have a suggestion on how to eliminate this error message?
