Default Just changed my hardDisk drive but windows won't start.

Recently I've just Changed my processor, hardDisk drive
and memory card. And I tried using all CD-ROM, start-up
disk and boot disk to setup Windows 98 but still failed.
When I type in F:SETUP.EXE(My CD-ROM is in E drive), it
wrote "Not ready reading drive F". I really need someone
to help me. Thanks....
