Repair Windows ME

Hi, experts!

On friend's computer I must reinstal Windows ME, because system has missing
files etc.
When a Setup progress gone OK, but when it try to setup Internet Explorer
it's stops by message error:
Msoobe caused fault error (unknown) - and when I close this window of
message, computer shutdown.

In addition to the website that Zee pointed you at - the first thing to do
is to make sure that you are not harbouring any viruses, then switch off you
virus scanner, and switch of the BIOS virus scanner (see the website for
details).
Errors in unknown are often signs of a virus/malware infestation.
