Default shortening boot-up time

My WINME takes too long to boot up.
On completion (quiet hard disk), I click Cntl+Alt+Del
and see programs already loaded and running in the
background.
Since I don't need all of them right away, is it possible
to eliminate them from start up ?
Is it true that I can call them up, if necessary by some
shortcut icon on the desktop ?

Have a look at these sites for help with programs running at start up.
This is an old post but should give you useful information to help you.

A good process viewer will tell you everything that is running, to include
background processes. Try Process Explorer, free from
www.sysinternals.com
..
CTRL-ALT-DEL will bring up the End Task window, however, it will not show
every running process. Most apps can be disabled from within the app
itself by using Properties or Settings or Options......the best way to
disable an app.

A few words though... There are links on said page - you might want to look
at 'em.
Don't just disable stuff - look and see what it is first.
Safe mode is your friend if you get too stuck.
