Default Will not launch

In control panel I am unable to launch display, Network properties, just to
name a few. Unable to get into display and network properties from the
desktop either. Any help appreciated.

You may have a virus/spyware hijack

download the Stinger from here and run it to make sure that A-V-disabling
viruses are not present on your PC

- update your virus scanner and run a full system scan of all files.

Make a Restore Point - just in case it gets worse.
Using Regedit, search for 'Safeguard'. Make a note of the dll name (if
there's an entry at all).
Run BHODemon. Look for the same dll name The 'Details' key should give you
more information about when the entries were loaded. Disable the registry
entry.
Search your hard drive for the dll file (should be in Windows\System).
Rename it and a similar named lib file - change the extensions.
Reboot, cross your fingers and try 'My Computer'

Stinger has found 13 files infected with the klez virus in the restore
folder. I cannot open the system properties to turn off system restore, and
then run the removal tool. I am caught in a catch 22. I still cannot open
some programs from the control panel or launch some from explorer.

First off - don't worry about 'infected' files in the C:\_Restore folder
tree - they can't hurt your system.
