No, it's not available as a single download, and yes, it would be

huge--one
to two hundred megabytes or more *if* it was customized just for 98, which
it isn't.

As for Runtimes, VBRUN60SP5.EXE needs to be downloaded, the VC++ Runtimes
are pretty much covered in the Updates CD (as part of MDAC, for instance)

You will also want to make sure your new hardware supports 98 and that you
have drivers on hand for install. I don't know why you think you need this
OS to run your app. XP has Compatibility Modes to handle a lot of the

issues
that you might be concerned about. But you don't describe the app, so
there's no way for me to comment further.
