Default VGA Display Problem in DOS and Safe Mode

In a DOS screen or in Safe Mode the display is wider across the middle of
the monitor and then is squeezed thin at both ends. The characters in the
middle of the screen look like they're in a larger, wider font while the
characters at the sides, as I described, are smaller and squeezed thin.

The display in windows mode using my ATI video driver is fine which means my
monitor is adjusted correctly.

I've had this problem for awhile now and haven't yet found the solution. Do
I need to install the original vga driver off the Win98 SE cd? If so, which
..cab folder would I find it?
