Default W98SE computer will not restart

Hi,

After a system settings change that requires a computer restart or when I
select Start/Shut Down/Restart, the computer will not restart: Diskette
Drive gets interrogated, but the display remains black with no further
progress. I have to turn off the computer by the tower switch and press it
again to get a start. Using the Ctl/Alt/Del will also do , but I get a Post
Startup Error(s) message [162 Configuration change has occured Select one
of the following: Continue / Exit Setup] from which I choose «Exit Setup»
to get a restart.

How could that problem be solved?

it. Lost settings [162 configuration change] can cause these types of
errors [hence the shown error], and cause Windows [which holds the old
proper settings and assignments] to attempt to reset all the settings to
reflect whatever is now supposed offered [hence no boot or a REALLY long
time resetting internal assignments].
Also, your processor values may have changed, meaning potentially, that
whereas you may have had, as example, 133MHz front side bus, it may now
be 100 or 66, or the multiplier is wrong [depending upon the BIOS
settings options], though close enough for POST. Once this is checked,
then other activities/tests/suggestions might still be necessary
[over-heated components, power supply, disk corruption, etc.].

I am not familiar enough with computers to do the suggested checks.
If the CMOS battery you are talking about is the one holding the time on the
computer clock, then it should be OK since it does not loose any second when
I removed the electric power from the computer (unplugged it from the wall).
As far as the front side bus speed, the factory specifications indicate 133
Mhz. How to check it and what to do with the result is beyond my knowledge.
I think that disk corruption should be ruled out since the restart problem
happens even after having reformated the hard disk with the original Product
Recovery CD recently, unless a recovery would not clear the cause anyway...
There was a start probem prior to recovery, but I don't know if it was
identical... The only thing I know is that the computer was unplugged from
the wall in order to get a normal start. Since it was used almost every
day, the battery had no time to go flat because the clock kept working fine.
But is it good enough?... I don't know.

You need to boot the computer with a floppy disk that has DOS on it.

If you can find a bootable floppy disk, and you boot into DOS, you
should get the "A: " prompt on the screen. You would then see if you
can access the hard drive by entering the command "C:" and hitting
return.

In the current condition, I would expect you to see this:

Non bootable disk or disk error.

-------------

I'm wondering if your hard drive was removed from the list of boot
devices.

You need to tell us EXACTLY what happens when you turn your computer
on. Does it beep? Does it display any text on the screen (monitor) ?
Does the monitor work?

Okay, clock retainment would potentially indicate that the BIOS
settings may have changed for some reason [power spike, whatever];
though you also indicate the computer was "unplugged from the wall in
order to get a normal start", which leads to either this is a
laptop/notebook or it was necessary to do so with a normal desktop.
Which one are we dealing with so we know which avenue to take under
consideration?

If you supply the manufacturer and model, or motherboard if self-built
we can make an effort to run through some of the potential issues and
apprise of how to enter your specific BIOS and what settings need to be
checked.

It would also be helpful if you apprise of why it was necessary to
reformat and use the Product Recovery CD.

One mo is this still stuck in the initial setup of the system, e.g.,
is it stuck in device discovery and setup phase or another, having never
finished setup?

1. What happens if you select the other option = Continue?
2. Repost explaining the "system settings change." We do
not know if you altered the BIOS (e.g. order of boot sources)
or something else (e.g. hyperthreading which Win98 cannot
reliablly handle.)
