cannot create new folders
I hope someone can help out here. I recently formatted
and reinstalled Windows 98SE onto my pc. I just discovered that when I try to create a new folde, I cannot - the option is not even avaiable to me!!! Please help and tell me why and what to do - TIA!!!

What about in those particular folders in Explorer rather than
Internet Explorer?
