window98 no toolbar,icons,programs can't bring back

all was ok till i sent to recycle bin, tons of useless
files from contacts and trashy sites. was ok the, but i
went back and uninstalled some programs i never used, or
so i thought. it will not go past background screen at
startup, and no toolbar or icons to get it going. error
starting program box with message"a required .dll file,
msvcrt.dll, was not found." comes on with no option or
explanation of what to do but an "x" to close. then
nothing but background picture, and no keys will work
except when i hit alt+ctrl+delete, the box of programs is
completely empty.i am not profecient on computer at
all,but tried everything of any and all key combinations
in dos screen, trying to run win 98 disc but boot up says
command not recognized? if i remember correctly. i am out
of work and had every job offer and resume i have on that
machine and its now dead and i fear so am i without it. i
am using an window 95 program on an 8 year old computer
that was a childs toy, so i'm really hurting, i cant
affort to take it in to a technician.
can a good samaritian please help me. God bless any who
read this and might be able to help. it takes so long to
get this up and running and it is so slow, would you
please send to my email address. it took me a couple of
hours to find this forum now, and i may never be able to

Two things to try
1. get the missing DLL file on to a diskette, you can find it in the
win98_63.cab on the win98 CD, start up to DOS [tap the F8 key to get the
start menu]
copy the file to the C:\windows\system folder

2. Boot to the start menu as above, and enter this command

scanreg /restore

choose a date from the list of registries prior to your problem

On a machine that's working copy the msvcrt.dll file to a
floppy disk...then on the machine that isnt working boot
to Dos either by hitting f8 or by using a Win98 bootdisk
www.bootdisk.com ...If using a bootdisk/startup disk boot
with that to get to a A prompt, take the bootdisk out put
in the disk with the required file on it Then type:

Copy A:\msvcrt.dll C:\Windows\System. enter

Remove the floppy and reboot.
