Operation System Backup Cd wiill not do the job

I went to format it in DOS it ran to fast and said. it was done. Now i can't get back on it. I know I did it right because I did my Windows Me, Before it and it works fine. when i go to install Windows 98, it comes on and says there is not enough room delete some thing and try again it's a 7 Gig Drive it has almost 5 Gigs left. Please can't anyone help?
