msimn.exe - A Networking Element?

Default msimn.exe - A Networking Element?

Occassionally, I use OE for mail service... but very rarely. I reformated my
disc recently and have reinstalled most programs. I just noticed when
attempting to use OE 6.0, my firewall gives me this message:

"Outlook Express from your computer wants to send UDP datagram to localhost
(location)." The program is at c:\program files\outlook express\msimn.exe."

The computer is on a LAN. Is it safe to make this message in such a way as
to automatically grant permission or should it always be blocked? What is
it?

msimn is the oulook express executable. It should be safe
