I was going to mention the Win98SE Generic Mass Storage Driver (filename
nusb23e.exe, or a later version), but am not sure if it's still around. As I recall, the later builds recommended first uninstalling some other stuff first, but I just stuck with the older version, and it worked out fine on my 98SE computer.
