blue screen with message fatal error OE has ocurred at line

recently, when i shut down,my screen turns blue and gives
a message "a fatal error OE has occured at line" followed
by some numbers. it gives me the option to press any key
to continue or press ctrl+alt+delete. Whichever option i
use, my compter frequently freezes at some point. I,ve
been using windows 98 with a real real old packard bell
monitor for a year and this just recently started.
