When I try to scan disc and defrag it keeps restarting over and over again. Why? and what to do?

Other programmes interrupting proceedings including screensaver. Run =
Disk Defragmenter and Scandisk in Safe Mode.

To start Windows in safe mode Click Start, and then click Shut down. =
Click
Restart, click OK, and then press and hold the CTRL key until the =
Microsoft
Windows 98 Start-up Menu appears. For some machines, you can use F8 =
instead
of CTRL to bring up the Microsoft Windows 98 Start-up Menu. Enter the =
number
for Safe mode, and then press ENTER.

Notes In safe mode, Windows uses default settings (VGA monitor, no =
network,
Microsoft mouse driver, and the minimum device drivers required to start
Windows). You will not have access to CD-ROM drives, printers, or other
devices.

You have something running on your computer. You need to turn everything off. If you look to the right beside your clock. And right click on each thing and disable it. It should work then remamber to restare your computer after that so everything you disabled will go back to the way it was. Hope this works

I've had this problem too. Now my disk utility

is "locked up" as well. I've been told that I need to get
a Windows Emergency Boot Disk, which might help your
problem. However, I haven't been able to get
this "emergency boot" disk. If you can access one, please
let me know how to get one, too.

I've found the easiest way is to close down some programs that are running
either by ctrl/alt/delete or right clicking on the icon(s) in the toolbar.
The programs will allow you to either disable or shut them down completely.
If scan disc keeps restarting, it means that something is writing to windows
and the contents drive is changing.
