MSVCR71 .dll error

after using the RESTORE utility and removing several old
programs, i receive this error: MSVCR71.dll missing...this
error won't let me download any new programs and appears
every time I turn on the computer now. WILL I HAVE TO
RELOAD MY OS? PLEASE HELP?????

This file is the C Runtime Library from the .NET installation - you may have
to reinstall .NET - or the application with which the Library was installed

If you've never installed .NET, then you may have had some form of malware
on your system, which was removed when you used the Restore option - but
left the link to it behind.

Use MSCONFIG to check your Startup items -
look here for instructions on how to clean up your startup axis, preventing
unnecessary programs loading
