Default can't detect modem after reformat

I just reformatted my system and loaded Win98 SE. I
deleted the primary partition and then created a new one
using Fdisk - I only have 1 partition and 1 physical
drive. Everything appears to be working fine, except that
I cannot properly install my modem (US Robotics Sportster
56K, USR5699B).

If I restart Windows it detects new hardware for "PCI
Communication device" and runs the wizard to install the
drivers, but if I let it search for the best available or
chose "I have disk" and select the CD-Rom to load from, it
does not find drivers for it. Under the Device Manager, I
have one of the yellow question marks for "Other Devices"
and under it PCI Communication device.

I have tried selecting modems from the control panel, the
wizard starts and says the computer will now try to detect
new modems (looks on COM1). Then I get a message that
says "Did not find any new modems. To select from list
click next." I have tried selecting the closest option
available from the list and the drivers do load, but any
effort to use the modem gives me various errors - none
installed, cannot detect, communication error with device.

I have also tried deleting the question mark "Other
Devices" and then installing the modem drivers, installing
the modem software through the CD-Rom setup, and using the
wizard and selecting "I have disk". Nothing seems to
work - not sure if there is something missing from the new
Win98 install? I checked the BIOS and Plug and Play is
set to "NO" - don't know if that matters? I have
contacted US Robotics but have not solved problem yet?

I once had to point to the cdrom and the folder on the cdrom where the
driver is located. Or you can try to run the cdroms setup program and try
to let it load there.
