That is the config.sys file for an Emergency Boot Disk (EBD). It is not meant for
use when booting from the C: drive. Rename the c:\config.sys and c:\autoexec.bat
files, to config.sy_ and autoexec.ba_

Exactly what are you trying to do? Are you getting the error shown in the KB
article?

Yes I am getting the message referenced in the KB
article. Since I have been getting that message I cannot
open more than two programs at a time and forget surfing
the net. I am hoping if I can fix this message every
thing will fall into place

You most likely need to do some 'cleanup' on your PC
What is the exact error message you receive while having more than two
operations running?
How many programs do you have running? Don't know? Try this:
Do a ctrl-alt-del to bring up the End Task box, how many programs does it
show?
List them and post back if you like.

Upon first boot up, rt click on the My Computer icon and select Properties,
and then Performance.
What is the number after the System Resources line?
How much ram do you have (should be listed on the General page on My
Computer)?
Did this problem just start?
Did you just install any software?
Are you trying to run something in the DOS mode (conventional memory is
important here)?
A couple of simple things that may help.
Reboot the computer.
Now delete the contents of C:\Windows\temp (leave the temp folder, just
delete everything in it)
Start,Settigs,Control Panel, and double click on Internet Options.
Click on the Delete Files button and and then OK. Do the same thing, except
check the 'Delete all offline content' and click OK.
Ok you way out totally.
Now empty you Recycled Bin.
Reboot.
See if it helps.
If you have time, then run an up to date virus scan
Free online scan links below.

Now for Spyware, etc. try these three free programs.
(they only use resources when you run them, no all the time)
Download, install, UPDATE, and then run:
AdAware
http://www.lavasoftusa.com/

Spybot Search & Destroy

Spyware Blaster

Hope this helps.

Rename the two files as I mentioned, and reboot.
If the problem still exists, create a new config.sys file with only the two lines,
as shown in the KB article:

There is no config.sys in the c:\ or autoexec.bat. on the
C drive alone. they are both under
C:\windows\command\edb. Do I need to move it out of the
windows directory and place it straight to the c drive.

No.
As I said, the file you posted is the EBD file and should NOT be used with a normal
Windows boot. Do NOT move or copy the files from the EBD folder....they are not
being processed from there, which is how it should be.

What you need to do is create a new blank config.sys file in the root of C:\, then
add only the lines mentioned earlier, namely:
DEVICE=C:\WINDOWS\HIMEM.SYS
DEVICE=C:\WINDOWS\EMM386.EXE

You can create it using Notepad, and save the new file in the root of C:\, with the
name "config.sys", and be sure to include the quote marks! That will ensure the
file is given the .sys extension instead of the .txt extension.
