One slight problem - what you are giving instructions for is Windows XP. The
questioner is asking about Windows ME, which has a rather different way of
doing things (and no Management Console!)

Right-click 'My Computer' and choose 'Manage' to open the Computer
Management tool.
Click on 'Services' in the list in the left-hand pane and then select
'Windows Management Instrumentation' from the list in the right-hand pane.

select the main one, not the 'Driver Extensions' entry.

Delete all files in those folders.
