opening a web page in a new window

I have a friend who is running off of dial-up and using windows 98. She can
not open a new page in a new internet browser. For instance, if she right
clicks on a link and selects open in a new window, the new window will pop
up, but nothing shows in the window. I checked out Toshiba's website and they
had me run some things through the run program, but none of that has worked.
One of them was even denied. Her Visual Basics is missing too. So how do I
turn on the open in new window function?
