From the above sentence, it sounds to me as if you're describing something that you apply to a system after you've done a new install. The - doubly illegal because as well as 98SE itself it had other things on it - "tenth anniversary edition" was an ISO of a self-booting CD, which if booted on a bare system, would install 98SE, including drivers for the majority of the hardware that had come out in the intervening 10 years (including a reliable universal USB driver), as well as - optionally, you could choose which you wanted - some other things, some of which were cracked commercial things. Gee, wouldn't it be good if there was a CD that defeated every single obstacle that prevents Windows 98 second edition from being able to be used in 2008, and it installed everything automatically without you needing to do anything except format a hard disk, even installing drivers for the latest chipsets, and also nVidia and ATi video cards? And worse, the government is also guilty. Although any judge that rules against them then their career is over.
