Folders covering up desktop Icons

Default Folders covering up desktop Icons

When I start up Windows ME I can see all my desktop Icons,
then a folder appears and covers them up. I can still see
some of the icon around the folder. The basic system
icons (Explorer,My computer, etc) are not covered. Any
ideas?
