Default Yahoo!DSL connection webpage continuously flicker on javascripts (

Win98 with ie6.0 over Yahoo!DSL connection: webpages show continuous flicker
on javascript(?) run elements. E.g. msnbc.com the whole button group on left
and other page elements sort of refresh flicker every 2-3 secs, html text
however seems unaffected and is stable. Msnbc header on top stays normal
fixed (no vibration). This behavior occurs on any webpage. It feels
browser/javascript or plugin related. How to remediate? Used cablemodem until
a week ago, phenomenon did not occur there only since change with DSL
