Default request for network password

when I try to access my XP machine from within my win 98 puter I am now
getting a request for network password which there is none.
No problem in the reverse access

it says Resources: \\TEDS-XP\IPC$
THEN PASSWORD BOX TO FILL IN
my xp has me in the users group without a pw.
what is the IPC and can I remove that from the XP mach.
Is there a service on my XP i have to turn back on?

ty 4 ur time
