As Rick said, you need to *run* the file you downloaded on a windows PC to
create the boot disk (use the OEM Win ME boot disk program - instructions
below).
You should also change the second and third boot devices - preferably to the
CD and HD, so that your boot order is Floppy, CD, HD. Then if all else
fails, your system should be ready to accept the Recovery disk.


Insert a formatted floppy disk, run the program, and when it's finished,
shut down the PC, then restart it with the floppy in the drive.
Once that's done, and working, you can remove the disk, and boot back to
Windows and let us knowg (use CTRL+ALT+DEL, or the reset button to reboot)

Then go here, and see if you can follow the directions to use System Restore
to repair the system - it's worth a shot, and will save a lot of effort if
it works.

The instructions look a lot more complex than they are - just print them out
and take them one step at a time.
