Default Win98 - Regional Setting - Date will not respond

I am running Windows 98 and my date will not display, all it keeps showing is
????. I tried fixing it by changing my Regional Settings and when I clicked
on the Date tab it just stops responding. How do I correct this problem?

Maybe you've got an illegal date in your computer. Open a doswindow, and
use the 'date' command to give the date a proper value. If that doesn't
work either, try the time setup in the BIOS setup.

Click StartFindFiles or Folders.
In the "Named" box, type:
*.cpl
and in the Look In drop-down box, select the C: drive.
Click Find Now.

Maximise the window and click on the heading "In Folder" to sort the files by
directory. Look at the files listed in the \Windows\System directory.

Double-click each file in turn...if some work, but one of the files gives you the
error, that Control Panel file is corrupt. The Regional Settings control panel file
is intl.cpl; the Date/Time control panel file is timedate.cpl. I would try
extracting new copies of each, to the Windows\System folder, using the 'Extract one
file' option of System File checker (SFC):
