It *can*. Doesn't mean it isn't known to have problems in such a case.

Get some sleep g

Repeat After Me

It has always been known, and repeatedly said, that this issue is only for FE - not SE!

Yes SE runs fine on larger that 2.2 GHz processors, actually so does FE is you give it the fix..

http://support.microsoft.com/?kbid=312108

For FE users, the filename of the install is 312108USA8.exe and you can find it anywhere these days

There was an ndis.vxd error the also affected win98se.
At one time I heard that Microsoft was not going to fix it...
but it seems there is now a fix

I did a quick google search and found quite a few posts from people having
problems
installing win98/se on hi-end machines though

Actually guy was talking about something different, but for you philo fyi there is even a newer
version of ndis.vxd for SE available than what you linked, and it's v4.10.2225 available at this
link below, but again it's addressing a different issue than guys point.

There's no indication on that page that that issue with ndis.vxd was
related to CPU speed.

Again there is way more going on with "hi-end" machines than just the
cpu speed. I shouldn't have to point out that chipset support,
display adapter support, hard drives 137 gb, and lots of installed
memory is going to be the problem in that case - not the CPU speed.

There seems to be a genuine conspiracy around here to plant the idea
that there is a known issue with win-98se and CPU speed greater than
some value.

First time I ran into that was with a 2.4 GHz celeron machine. Tried to
install 98 FE on it. It was quite some time ago. The only fix was a copy
of Millenium edition version of ndis.vxd floating around on the internet.
It worked fine despite warnings from others.

iirc the warnings were valid, but these days since the correct one for FE
is freely available on the web then might as well use that one.

Of course it does! You could even install MSDOS 3.0. You wouldn't be able to
use all RAM and need 3rd party software to access large disks, but it would
be fast as lighting.
With 98se on a fast machine you can really experience processor speed.
