Clean install but computer can't find a bunch of files

Default Clean install but computer can't find a bunch of files

I just did a clean install of win98 but computer finished up with error #2
saying
setup could not finish opening a file on the source disk.
Then it went through a rather long list of the files that could not be
found. It was
looking in C:\Windows\System\Precopy for the files. It wasn't there. How
do
I install win98 so that it automatically builds that file???

I figured out I used a boot disk for win98 OEM and installed with
a retail cd. That caused the problem.
