Default Scan Disk "C" Windows 98 SE

I have windows 98 SE. When I start Scan Disk "C", the
following appears: "Scan Disk has restarted 10 times
because Windows or another program has been writing to this
drive. Quiting some running programs may enable Scan Disk
to finish sooner. Do you want to continue this warning?
Yes, No, Cancel.

There are no visible programs running. What do I need to do?
