Sounds like a situation where the portal wherein you establish your
connexion (dial-up ?) is busy. Lots of times I can connect, but that
is the only thing I can do. Almost as if I am not worthy of a high
priority . Though sometimes disconnecting and trying another number
works, then sometimes I have to wait.

Yep, I'd say server side.

Sincerely,

Doh! I saw that but it didn't register. But still, the site(s) may
be busy, or security tighter to help stop worms and other nastiness.

Then again there is the oft forgotten solar flares which can play
havoc on telecom systems as such can affect the ionisphere. Cable,
satelite and Broadcast are all the same in that such go through the
airwaves at some point. The only slight difference would be cable if
they do all local shows in that case it could be direct lines and no
airwaves.

If I were you, I'd keep a log of times where you notice
slow/non-existant connexions so that you may be armed in your talks
with your provider.
