Hebrew support

Hi! Where can I download (manually) hebrew language support for Win98?
Install on demand doesnt work on this machine for some reason.

Better repost specifying the type of help sought, not least
because MS no longer supports Win98 in any way.
1. Operating system language is fixed at OS installation
and cannot later be altered. This includes Win98 help
files (what WinXP calls "Support.")
2. You may be able to get Hebrew mods (character display
and left/right conversion) for some apps e.g. Quattro or Word
-- but you will get better advice in a special newsgroups for
each app than in a general NG for the OS.
