Default Unable to change / switch page encoding

I am developing some web based software which needs to support Russian.
When i run the software and try to change the page encoding to be
Cyrillic Windows (right click encoding more) the UNICODE is
selected and it is greyed out, so I cannot change it which means the
russian characters do not show properly.

However, if i then view source and save the page locally to my PC and
open the HTML file it already knows to use the Cyrillic Windows and I
can change it.

Anyone know how to force a we page to be Cyrillic Windows or how to
make it so the encoding can be changed?
