Default Formatting the hard drive and installing Windows 98 SE over again

I am having serious problems with networking my laptop and desktop with a
direct serial connection. The file sharing software is malfunctioning and I
have spent many hours trying to rectify the situation that it now would
probably be best just to back up the data, reformat the hard drive, partition
the hard drive and reinstall Win 98 SE and then the applications. But I need
good articles to read to do all of this and would appreciate having help in
finding articles on

backing up data
reformatting the hard drive
partitioning the hard drive
installing win98 SE using the OEM CD from DEll

Thank you for any assistance you can provide

Yours truly
