Still no icons
I can see the icons in safe mode. I found one problem that
the internet was set to western iso language. when i go to the regional settings in the control panel (safe mode) i cannot see any language options. it is blank. I checked the registry and the entries are fine according to the last help. any other suggestions? I know it is something simple, but i just can't get to it! thanks!

Look for the hidden file SHELLICONCACHE (no extension) and delete it. Reboot
