First, you quote messages when you respond or someone may ignore you.
To manipulate the folder or shortcuts within, right-click the Start button, select Explore and navigate to the folder. I have no idea why you would consider moving the folder. It is only a holding area for disabled startup items as already explained. It is nothing special. It is not some magic place for all startup items to "not start". This particular folder is automatically created if, using MSConfig, you uncheck a Startup entry that is shortcut located in the Programs | Startup folder. That is the file in the Programs | Startup folder is moved to the Programs | Disabled Startup Items folder, creating the folder if it doesn't already exists. Not, of course, that this information is going to help you one iota in solving your problem with this unnamed Sony utility.
