Error loading explorer

After performing a clean install on a reformatted harddrive I get all the way
to searching for device drivers then I get the white box that says Error
loading Explorer.exe. You must reinstall Windows. Immediately after that I
get the message "The Shell32.dll file is linked to missing export
COMCTL32.DLL:388" Any suggestions????
