Using a Win Me boot floppy boot to DOS and then use the command:
SYS C:
This should then allow the system to boot directly to Win Me after which you
can delete the Windows 2000 files.

You edit the boot.ini file.

Incorrect. Instead you need to reinstate the Win Me MBR by SYSing the drive.
Win Me does not use boot.ini. ntldr or ntdetect.com.
