Default PCI to USB controller card

Have installed a new card to computer AMD450 running win98 SE. Card has 2
ports but only one port will work!

Returned it to place of purchase and they tested it somehow and determined
that it is ok so wont replace or refund it!
have un installed all usb drivers.... re installed and pc finds new hardware
and devices. Reboot ...and it doesnt recognise ANY hardware plugged into left
port.... but has no problems with same hardware in right port. Can anyone
explain why /how this is a driver problem or is it a faulty card??? and or a
way to fix???
