Default Western European Coding

I have received by e-mail an .xls attachment (that I need)
that is in Western European coding, therefore unreadable.
How can I convert it to a readable document?

XLS is an Excel document. Have you tried opening it with Excel or the Excel
Viewer?

P.S. - Western European is the default encoding for most English-language
countries.

That's one of those projects I keep intending to get to when I have a couple
spare days ... at this rate, probably somewhere around 2010 or so. :-(
