Default Problem with HP Pavillion...

I am trying to help a friend re-install Win98 on an old HP computer.
There are 2 System Recovery disks that came with the computer & I have run
the first one. The problem starts when the system boots up for the first
time & it puts you into this HP Pavilion Mouse Tutorial. The mouse will not
move, so you can show "them/it" you have the basic intelligence necessary to
click a mouse button, there fore not allowing you to progress past this
point. I have tried connecting a USB mouse, but get the message that a ps/2
mouse was not detected... I have even gone as far as installing Win98SE,
which will see my USB mouse, but then I can't run the application recovery
disk!
Is there some way I can keep it from running this "tutorial"?"
I am open for any other suggestions.

Have you tried clicking the Enter key on the keyboard?

Try another mouse, or try the existing mouse on a known good computer.
Also, see the following if you want to test the mouse using a boot floppy.

Default Problem with HP Pavillion...

Testing the mouse on the problem computer with a boot
floppy will confirm that the two are compatible, at least in
DOS mode.
