Default "network connections"

I have been trying to install an ADSL modem with wireless router, in order to
set up a network between my pc and my new laptop. However, upon encountering
some problems, i phoned the helpline. They told me to look for an application
called "network connections" in accessories and the control panel, and were
very surprised that I couldn't find it in either of these places. It seems I
can't continue setting up the network without it, yet I have no idea why I
don't, or if it is possible to reinstall it from somewhere?

IIRC its just called "network" in win98 ...see below to add the icon back
in
