Customize Name of Desktop Folder

I am working on localization support in a Java application. One of the
buttons displayed by JFileChooser is to go to the "home" directory. In
Windows that is interpreted as going to the user's Desktop. The tip text
displayed when the mouse cursor hovers over this button is the name of the
"home" directory as obtained from the system. Again in the case of Windows
that is the name of the Desktop folder. Regardless of what I set the system
locale to that persistently displays as "Desktop". It seems to me that if I
have selected a French locale, for example, that should display as "dessus
de bureau". I tried changing the name of the folder in Explorer but that
attempt was rejected with an error 1056.

Is there any way to customize the name of the Desktop folder?
